How is/did the government dealing with learning disabilities in education/work place?

Did the government pass any laws, acts, or anything that deals with this? Either mental or physical disability.


in the US there is IDEA, section 504

supposedly there is the ADA and state laws against discrimination in the work place--but the government can't be bothered to enforce them--so employers get away with firing people because of disability

I know that in Canada, there is guidelines in place to ensure that people with visible disabilities get employment, but there is nothing in place to ensure that people without visible disabilities to get employment. Most of these companies have a employment equity act, and should have the disability as one of their quotas, and this should meet both groups equally, but til this day, I haven't seen it.
