What is more important in ensuring the effectiveness of government, libery or order?

I'm doing a paper for my U.S. History class and its my final exam. I need different ideas from both sides. Please help me and give me your input. If possible leave sources and websites and such, thank you very much for your time.


Take it back to the beginning of man and the social construct: I promise not to steal from or kill you if you will do the same... There, lies the basis of government.

In today's society, "government" has come to imply so much more. People now look to the government to insure their own happiness, having nothing to do with protection, self preservation or equality.

Amazingly enough, when Jefferson wrote the Declaration of Independence, the "freedom" of which he spoke was NOT "liberty" but rather money. Those who have it are more free and have a greater selection from which to choose. Those without are enslaved to their creditors.

This is a false dichotomy. "Liberty" and "order" are not mutually exclusive. There is, I'll grant, something of a tradeoff between them - you can increase order by requiring, say, national identity cards, but there's a corresponding loss of liberty in the process. The best would be a balance between the two.

That having been said, "liberty" has nothing whatsoever to do with the "effectiveness" of government. I have a personal, possibly irrational, preference for liberty, but police states can be very effective. Increased government interference in the personal lives of its citizens can make for an extremely effective government. Consider, for instance, mainland China or Nazi Germany - both very effective governments. Whether anyone sane would want to live there is a completely different question. Given the way the question is worded, though, I think you'd have to go with "order".

Without order you have chaos. With chaos liberty is all but impossible. For a government to operate effectively there must be order. Order translates to laws (rules) and laws are necessary to provide for and ensure liberty.

Traditionally government was for maintaining order - today, it is perhaps the IDEAL that a government finds a healthy balance between the two...
