What exactly is the dispute over a strong central government?

Why does James Madison argue for a central government in the "Federalist No. 51"?


The US government under the Articles of Confederation was proving ineffective, forcing the founders to reconsider the model of a weak central government. But most of them were very familiar with European states where strong centralized monarchies were notorious for mischief, such as conducting frivolous wars, unfair taxation to support lavish lifestyles, and total indifference to individual rights. The American Revolution itself was caused by the arrogance of the central government of Britain. So the idea of giving the U.S. a stronger federal government required some selling on the part of its proponents.

well i can tell you that the founding fathers (most of them that is) didnt believe in a strong central government. the main reason being the fear of the government being too much like a monarchy. they strongly believed in popular sovereignty.
