How does federalism keep government closer to the people? Is state government necessarily more responsive to the people than the federal government?

Not always. In fact, having the system of federalism allowed civil rights activists to file federal lawsuits (such as brown versus board of education) because they knew that filing state lawsuits would never get them anywhere. On the other hand, state government has a hand in much of the governance that touches individuals on an every day basis such as policing, local government, roads etc.
