They are supposed to keep monopolies from forming. Also taxes and regulations should be evenly applied.
In a free market the government doesn't do anything to protect or to hinder competition. Once the government is involved, regulating the market for whatever purpose, even to protect competition, you no longer have a free market, instead you have a managed economy.
