What is te greatest fear of a popular government?

I need help on my AP government hw. I have to read Federalist paper #10 and answer a series of questions. But I'm already stuck on the first question =(

What does it mean? I don't even get the question let alone answer it!

i don't know about the papers you mention but any governments greatest fear is a well informed non partisan voter.

The greatest fear is to lose the power. Either by the people or by a coup.
