What are your options when the government is a thief and will not return what it stole?

Obviously taking the government to court is a non starter in the country where the government appoints the judges. Clearly if you do not have the means to pursue the government on an international arena, the only solution is peaceful non payment of anything which the government thinks you owe it in the future. That being all future avoidable taxes of any kind, including any fines or government duties.

If the government does not play fair, then the only solution is to make the government redundant.

Does anyone have a more acceptable solution to resolving this form of conflict? (short of stealing from the government?)

Only a coup can solve this one.

Revolution? or move to another country, Even where the gov't can be sued, we have a saying 'You can't beat City Hall'

Yes, but first I need to know what was done to you? what was taken and how? If this is a county case, judges are elected by the people there. If it is an issue with the state, contact your State BAR and ask them the names of good lawyers that specialize in lawsuits against the county, state, or federal government. Some lawyers may only charge if they think you can win.

Wait 'till the government are asleep....then sneak in and nick it back whatever it is.

Although judges are technically appointed by the government, (in fact the Lord Chancellor), they are independent. If you have a good case against any government department, go for it, but you must have the evidence as in any legal case.
