What should the government do about teen smoking?

I have a project for my American Government Class and I have answer the question as to what the government should do about teen smoking. That means i need factual info and sources too! So if you can help me, please do!!?? I need this asap so please hurry!

They should subsidise it. Teenagers don't have high incomes, so cigarettes are ridiculously expensive for them. The economic disadvantage needs to be redressed so that teenagers have the same smoking opportunities as the wider population.
