Why is the government of North Korea avoiding asking surrounding governments for aid?

Children are starving in North Korea and yet the government is not asking anyone for help? What kind of government do they have that would approve of this?

Quite simple, a one that looks after themselves first, second and third, then everybody else last.

They don't want foreigners in, and certainly not 'imperialist ' westerners, in case they show the people a better life, and the people rise up and rebel.

A peasant's life is not a happy one, and it's certainly one no government minister wants to lead.
